Defines the main words used in this chapter. The Administrator means the head of the Environmental Protection Agency. Environment means air, water, land and how they affect each other and living things. Extremely hazardous substance means a chemical on the list at section 11002(a)(2). Facility means all buildings, equipment, structures, and other stationary items on one or adjacent sites owned or run by the same person; for section 11004 it also includes motor vehicles, rolling stock, and aircraft. Hazardous chemical is defined in section 11021(e). Material safety data sheet means the safety sheet required under 29 C.F.R. 1910.1200(g). Person covers individuals, businesses, governments, and other legal entities. Release means letting a chemical into the environment (for example, spilling, leaking, dumping, or throwing away containers). State means any State, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, the Northern Mariana Islands, and any other U.S. territory or possession. Toxic chemical means a substance on the list at section 11023(c).
