Creates the National Alzheimer’s Project inside the Office of the Secretary of Health and Human Services. "Alzheimer’s" means Alzheimer’s disease and related dementias. The Secretary (or a designee) must make and keep an up-to-date national plan to fight Alzheimer’s. The Secretary must coordinate federal research and services, speed development of treatments that prevent, stop, or reverse the disease, and improve healthy aging, early diagnosis, and care coordination. The Secretary must include racial, ethnic, and other underserved groups (including people with developmental disabilities such as Down syndrome) in research and services, promote healthy behaviors that may protect thinking skills, and work with international groups. An Advisory Council on Alzheimer’s Research, Care, and Services will be set up. It includes federal agency representatives plus 15 outside experts such as patient advocates, caregivers, health providers, state health officials, researchers (one with experience recruiting underrepresented groups), voluntary health group reps, one person with Alzheimer’s, and one person from a high-risk underserved group. The Council meets quarterly in public, advises HHS, and sends annual evaluations and recommendations on federal Alzheimer’s programs, costs to Medicare and families, and ways to improve outcomes and reduce disparities. Agencies with Alzheimer’s data must share it with HHS. The Secretary must send Congress a yearly report with evaluations, how Alzheimer’s conditions are identified, recommendations, steps for action, and an updated national plan. For fiscal year 2024 and each year after, the NIH Director must give the President an annual NIH budget estimate for these initiatives, after comment by HHS and the Advisory Council but without changes, including personnel needs. The Project ends on December 31, 2035.
