The Administrator of the Centers for Medicare & Medicaid Services must do research, or pay others to do it, about services for people with Alzheimer’s disease and related dementias and their families. Within 6 months after November 14, 1986, the Administrator must prepare and send a research plan to the Chairman of the Council. The plan must find what services are needed so people can stay at home or in community settings; estimate the costs of those services and who pays; check whether Medicare, Medicaid, and private health insurance provide adequate benefits; and estimate the costs to Medicare, Medicaid, and private insurers of providing those benefits. Within one year after sending the plan, and every year after that, the Administrator must send updates to the Chairman. When making or revising the plan, the Administrator must consult with the Chairman of the Council and the heads of agencies in the Department.
