The Council may meet when and where it needs to do its work, and it can let members or staff act for it when authorized. It can get needed information from any federal agency, and the agency head must give that information when the Council’s chairperson asks. The Council may take and use public or private gifts of property or services without any yearly limit to help its work, and it may use the U.S. mail like other federal agencies.
