Areas named by the National Board must form a local board to decide how the program money for that area will be spent. The local board should, when possible, include the same kinds of groups that are on the National Board, but the mayor or other local leader replaces Federal members. If the area includes a reservation or part of one, the board must include a member of an Indian tribe. The board’s chair must be picked by a majority vote. Local boards are encouraged to add more private nonprofit members. Each local board must: decide which private nonprofits or local government groups get grants to provide services; watch those providers to make sure they follow the rules; move money between providers when needed; make sure reports are properly done; and work with other Federal, State, and local aid programs in the area.
