Defines important words used here. "Director" means the Administrator of FEMA. "Emergency shelter" is a place used for temporary housing. "Local government" means a general-purpose local government, and "locality" is the area it serves. "National Board" means the Emergency Food and Shelter Program National Board. "Private nonprofit organization" is a nonprofit that gives no private profit, has a volunteer board, keeps required financial records (or a fiscal agent), and does not discriminate. "State" includes the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and other U.S. territories or possessions.
