The federal government cannot award a grant to a government agency under this program unless the agency agrees to, as much as possible and when appropriate, create and follow rules and steps for releasing people from publicly funded institutions or care systems (for example, hospitals, foster or youth care, and prisons or other correctional programs). Those rules must try to stop people from becoming homeless immediately after they leave.
