Sets the meanings of important words used in this part of the law. Local government means a general-purpose local government. Locality means the area that a local government covers. Metropolitan city and urban county have the meanings given in section 5302 of this title. Operating costs are the expenses to run a funded housing facility, like administration, upkeep, security, utilities, fuel, furnishings, and equipment. Private nonprofit organization means a secular or religious nonprofit covered by section 501(c) of title 26, tax-exempt under subtitle A of title 26, with accounting, a volunteer board, and nondiscriminatory help. Recipient means a government or private nonprofit the Secretary has approved as financially responsible. Secretary means the Secretary of Housing and Urban Development. State includes the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. territory or possession.
