Federal officials must look at several things when they review grant or contract applications for this program. They must weigh cost and effectiveness, whether the project uses new ideas, if it builds the state’s or agency’s ability to help runaway and homeless youth with drug problems, whether it serves places with high juvenile drug use or areas lacking services, and whether it will expand or coordinate youth services in the community. Awards must be made through a competitive process set by rule. The official must publish a notice in the Federal Register saying funds are available, giving the selection criteria, and explaining how to apply. Outside experts (not employees of the Department of Justice or the Department of Health and Human Services) must peer-review applications. The official must speed up review if the applicant shows a delay would stop the project from working.
