For this title and the changes it makes, unless another law says otherwise, these words mean the following. Community based — means what 34 U.S.C. 11103(1) defines. Controlled substance — means what 21 U.S.C. 802(6) defines. Controlled substance analogue — means what 21 U.S.C. 802(32) defines. Drug — an alcoholic beverage, a controlled substance, or a controlled substance analogue. Director — the Chief Executive Officer of the Corporation for National and Community Service. Illicit — unlawful or injurious. Institution of higher education — means what 20 U.S.C. 1001 defines. Public agency — means what 34 U.S.C. 11103(11) defines. Secretary — the Secretary of Education for subtitle A (except section 3201), the Secretary of Agriculture for changes made by section 3201, and the Secretary of Health and Human Services for subtitle B. State — means what 34 U.S.C. 11103(7) defines. Treatment — means what 34 U.S.C. 11103(15) defines. Unit of general local government — means what 34 U.S.C. 11103(8) defines.
