Defines key words used in the chapter. An "invention" is an invention or discovery that is patented or can be patented under title 35, or a new plant variety protected under the Plant Variety Protection Act (7 U.S.C. 2321 et seq.), and that was created or first made because of work done under an agreement under this chapter. A "non‑Federal person" is an entity based in the United States whose controlling interest is held by U.S. persons and includes for‑profit businesses, private foundations, nonprofits (like universities), trade or professional societies, and units of state or local government. "Secretary" means the Secretary of Energy. "Small business" is a private firm that fits the size limit the Small Business Administration sets under section 632(a) of title 15 for the SIC code the Secretary of Energy assigns. "Source reduction" means steps that cut hazardous substances from entering waste streams or the environment (including fugitive emissions) before recycling, treatment, or disposal, and that lower health and environmental risks from those releases. "United States" includes the several States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and any other U.S. commonwealths, territories, or possessions.
