Authorizes funding for energy-efficiency research and demonstration in five areas: transportation, industrial, buildings and community systems, multi-sector, and policy and management. For fiscal year 1991 up to $201,100,000 (up to $68,300,000 for transportation; $53,500,000 for industrial). For fiscal year 1992 up to $210,600,000 (up to $71,000,000 for transportation; $54,700,000 for industrial).
