Use the powers, remedies, and procedures listed in sections 2000e–4, 2000e–5, 2000e–6, 2000e–8, and 2000e–9 for any employment discrimination claim based on disability under this chapter or under rules made under section 12116. Those tools apply to the Commission, the Attorney General, or any person who says they were discriminated against. Agencies that enforce employment claims under this part and under the Rehabilitation Act of 1973 must make rules so complaints under both laws do not duplicate work or create conflicting standards. The Commission, the Attorney General, and the Office of Federal Contract Compliance Programs must create coordinating rules like prior joint regulations and the January 16, 1981 Memorandum of Understanding no later than 18 months after July 26, 1990.
