A State cannot use the Eleventh Amendment to avoid a lawsuit in a federal or state court if it breaks the rules in this chapter. If a State is found to have violated the chapter, people can get the same kinds of remedies against the State as they could against any public or private group, including legal relief (like money) and equitable relief (like court orders).
