The National Council on Disability must study how wilderness designations and how these lands are managed affect people with disabilities’ ability to use and enjoy the National Wilderness Preservation System. The Council must send its report to Congress within one year after July 26, 1990. Congress also says that using a wheelchair in a wilderness area is allowed for someone who needs it. Federal agencies do not have to give special treatment, build facilities, or change lands to make areas wheelchair-accessible. A "wheelchair" means a device made only to help a mobility-impaired person move and that is suitable for indoor pedestrian use.
