Defines the key words used in this chapter. Commissioner means the head of the Administration on Children, Youth, and Families. Council means the Federal Council on Children, Youth, and Families. Nonprofit means an agency, institution, or organization run by corporations or associations whose earnings cannot legally go to private owners or individuals. Secretary means the Secretary of Health and Human Services. State includes the District of Columbia, the Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Trust Territory of the Pacific Islands. Young individual means any child or youth from birth to 21 years of age.
