The Commissioner must run a grant program that gives money to States that have set up an independent state group, put in place coordinated services, and have an approved state plan. The state's chief executive will give out the grants. The goal is to pilot ways to fill gaps the State found through planning and advocacy. The grants pay for community-based services that are coordinated, efficient, and easy to get. They can fund things like case planning, case management, intake and assessment, and information and referral. They cover many purposes for young people and their families, including safe or emergency shelter, transitional housing for homeless youth, health care and screening, child development and school supports, education and job training, community and civic activities, youth participation in decisions about their lives, access to local services, temporary safe housing when families cannot care for a youth, and preventing abuse, neglect, or exploitation.
