Federal funding must help create and expand family resource and support programs that focus on preventing problems, step in early to fix issues before they become crises, and help parents get their children ready for school. Congress found big changes in family life over the past 20 years that hurt kids and parents. Since 1966, women working outside the home rose 92 percent and two‑earner families rose over 50 percent. 61 percent of children born today will live in a single‑parent family before age 20. One out of every three single female heads of household lives below the Federal poverty level. One out of every four children under 6 lives below the Federal poverty level. In the past 10 years, parents have formed more local support programs, and federal investment in these programs will bring long‑term benefits.
