Congress says the federal government must work with the States and their citizens to create plans and recommendations to meet the needs of children and young people. Congress finds that young people are a vital part of the country and need love, respect, guidance, and help to grow up healthy and ready to take part in their communities. Families are the main caregivers and should be supported, but society must help when families cannot meet kids’ needs. The law lists seven basic needs: physical and mental health; safe shelter; high-quality education; job training and work options; civic, cultural, and recreational activities that build self-worth; coordinated community services; and a real role in decisions about their lives. Congress also says a national policy should involve federal, state, and local agencies plus youth and community organizations.
