The Secretary must arrange and run the Conference work. The Secretary will ask other federal agencies to help, help State agencies and other groups hold related meetings, write a draft agenda for the Conference and offer it for public comment, prepare background materials for delegates, and hire extra staff if needed without following the usual Title 5 hiring and pay rules. The Secretary must make sure many young people can take part. The draft agenda must be published in the Federal Register at least 180 days before the Conference and be open for public comment for at least 60 days. The final agenda, after considering comments, must be published in the Federal Register and sent to State chief executives within 30 days after the comment period ends. Staff must represent different viewpoints and not be chosen for political reasons. Conference recommendations must be independent of appointing authorities or special interests. The Secretary should provide delegates current statistics (including decennial census data) and other needed information before the Conference, and may make grants or contracts with government agencies and nonprofits to do this.
