The Secretary must set up an advisory committee for the Conference with members from the Federal Council on Children, Youth, and Families and from public agencies and nonprofit groups as needed. The Secretary can also create other committees, including technical ones, to help plan, run, and review the Conference. Each committee must include professionals, public members, and people from low-income families and minority groups. Nonfederal members who attend meetings or serve at the Secretary’s request can be paid at a rate the Secretary sets, not higher than the daily GS‑18 rate under section 5332 of title 5, and can receive travel expenses and per diem under section 5703 of title 5.
