Publish a proposed report within 180 days after the conference ends. The report must set out a clear national policy on children, youth, and families and give recommendations on how to carry it out. Its findings and recommendations must be made public right away. The governors have 180 days to review the report, gather comments, and send their views and findings to the Secretary. Within 180 days after getting those views, the Secretary must prepare a final report that includes the conference policy and recommendations, the governors’ views, and the Secretary’s recommended administrative and legislative actions. The Secretary must publish and send the final report to the President and the chairmen of the House Committee on Education and Labor and the Senate Committee on Labor and Human Resources.
