Title 42 › Chapter 128— HYDROGEN RESEARCH, DEVELOPMENT, AND DEMONSTRATION PROGRAM › § 12403
The Secretary must run a research and development program on hydrogen. The work will cover making hydrogen, storing it, moving it, and using it. The goal is to help private companies prove hydrogen can work for factories, homes, cars, and power utilities. The Secretary must focus on fixing key technical problems and speed up important research, especially on production methods that use renewable energy. The Secretary must check what the private sector is doing so the program does not replace private research. The Secretary may test new technologies, help remote areas that now use diesel, share data, and fund work only after competitive review. Funding will be by grants, contracts, or cooperative agreements. Industry proposals must show they tried to get non‑Federal funding and, when needed, include at least 50 percent non‑Federal support for development. The program must avoid needless duplication and follow the Agreement on Subsidies and Countervailing Measures.
