The National Civilian Community Corps must run service projects that meet clear public needs, especially for fixing infrastructure, saving energy, and helping cities and rural areas. Projects must give real benefits to communities, teach skills and service-learning, promote teamwork among diverse members when possible, and include ongoing training in technical fields. When the Program starts, the Secretary of Agriculture, the Secretary of the Interior, the Secretary of Housing and Urban Development, the EPA Administrator, the FEMA Administrator, the Secretary of Energy, the Secretary of Transportation, and the Chief of the Forest Service must prepare project proposals under guidance the Director gives. Other public and private groups, local community representatives, and Corps members can also suggest projects. The proposal process must include consultation with the Corporation, local communities, State Commissions, and people from other youth service programs. Campus directors pick projects from those proposals and are encouraged to work out arrangements with local communities that may include cost-sharing or in-kind support.
