Grants from the Corporation for national service programs must not pay more than $18,000 per full-time equivalent position. That limit applies to the Corporation’s share of member support, staff, and other program operating costs that the grant recipient pays. The limit does not cover expenses that are not part of the grant award for operating the program. The $18,000 amount is adjusted every year after 2008 for inflation using the Consumer Price Index for All Urban Consumers. The Chief Executive Officer can raise the limit up to $19,500 per full-time equivalent if a program has compelling needs. Examples include special training for disadvantaged youth, higher costs for participants with disabilities, tribal or territorial programs, or start-up costs for a first-time grantee. The CEO must report each year to the authorizing committees on any increases and explain why they were needed.
