If a severely economically distressed community gets help from the Corporation for national service, it does not have to provide matching funds and the federal share may be 100 percent. Such a community is either an area where foreclosure, home‑price decline, and unemployment all exceed the national average for the most recent 12 months' data, or a place that lacks basic services.
