§12645d Matching Funds for Severely Economically Distressed Communities

Summary

If a community is judged to be severely economically distressed and it gets help from the Corporation under national service programs, it does not have to provide matching money. The federal share for that help can be 100 percent. A "severely economically distressed community" means either an area where the mortgage foreclosure rate, home price decline, and unemployment rate are all above the national averages for the most recent 12 months of reliable data, or a residential area that lacks basic services like water and sewer, electricity, paved roads, and safe, sanitary housing.
