Summary

Creates a Board of Directors with 15 members. One member must be 16 to 25 years old and have served in a school or community service-learning program or been a participant or supervisor in a program. The President appoints the members and should choose people with strong volunteer or State government experience, a range of viewpoints, and expertise in human, education, environmental, or public safety services. The Board should be diverse by race, ethnicity, age, gender, and disability. No more than 50 percent of the appointed members, plus one additional appointed member, may belong to the same political party. The Secretary of Education, Secretary of Health and Human Services, Secretary of Labor, Secretary of the Interior, Secretary of Agriculture, Secretary of Housing and Urban Development, Secretary of Defense, Attorney General, Director of the Peace Corps, Administrator of the Environmental Protection Agency, and the Chief Executive Officer serve as nonvoting members. The President names the first Chair. After that the Board elects its Chair and a Vice Chair, and may pick other officers. Appointed members serve five-year terms. If a seat becomes vacant, the President, with the Senate’s approval, fills it for the rest of the term. A member whose term expires may keep serving until a successor takes office, but not more than one year. Vacancies do not stop the Board from working.
