Title 42 › CHAPTER 129 — NATIONAL AND COMMUNITY SERVICE › SUBCHAPTER I — NATIONAL AND COMMUNITY SERVICE STATE GRANT PROGRAM › Part IV — National Service Programs Clearinghouses; Volunteer Generation Fund › § 12653p
Gives the Corporation the power to award grants to State Commissions and nonprofits to set up and run volunteer programs and to make subgrants to local community groups that recruit, manage, or support volunteers. Applicants must send an application that describes the program, promises to collect yearly data on how many volunteers and what activities they do, explains how it will measure results, and includes any other assurances the Corporation asks for. Grants can be used directly by the grantee or passed on to community groups for projects that match state or national service priorities, help groups that recruit or train volunteers (like volunteer centers or colleges), or give technical help to strengthen local volunteer systems, meet national needs, and increase volunteer numbers. Funding depends on available money. Each year, 50% of the funds must be used for competitive grants and 50% must be allotted to State Commissions using a set formula; the Corporation can set a minimum allotment. No more than 5% of any grant may pay administrative costs. The federal share of a program’s cost phases down over time: up to 80% in year one, 70% in year two, 60% in year three, and 50% in year four and later.
