Require program agencies to check each person's education when they join, using records or simple tests, and send them for learning-disability testing if needed. Agencies must help participants improve their basic skills through program activities. Each year, at least 10 percent of the agency’s funding must pay for training before and during service, and for educational materials and services. Participants must be told how their work helps the community. Agencies can work with local schools, community colleges, 4‑year colleges, vocational schools, and community groups to provide these services. Offer career and education counseling during in-service training and give finishing participants advice about more schooling, job skills training, or employment, plus job-placement help when appropriate. Give priority for these services to people without a high school diploma or equivalent. State and local officials must confirm that rules for giving academic credit and certificates follow state and local law, let non-graduates follow a curriculum to earn a diploma or equivalent, and allow people to get credit for skills learned during their service.
