Summary

Programs that get money here may only enroll people who, when they sign up, are between 16 and 25 years old. Summer programs can enroll those aged 14 to 21. Enrollees must be U.S. citizens, U.S. nationals, or lawful permanent residents. Programs must offer places to educationally and economically disadvantaged youth, including foster youth who are aging out, youth with disabilities, those with limited English or basic skills, and homeless youth. Agencies may take a small number of special members over 25 for their skills and are encouraged to consider seniors. Up to 2 percent of funds may pay for projects with senior groups so seniors can mentor participants. Agencies may also limit enrollment to smaller age groups within the ranges above.
