Before sending in a housing strategy, a local government must tell people how much federal help it expects and the kinds of things it might spend the money on. It must publish the proposed plan so citizens and agencies can read it and comment, hold at least one public hearing to hear people’s views about housing needs, and let the public see records about how any aid was used in the past 5 years. Before sending a performance report or a major change to the plan, the local government must give people notice and a chance to comment. It must think about those comments, attach a short summary of them when it files the final plan or report, and make the final document available to the public. The Secretary must make rules for fair hearings and quick handling of citizen complaints about these plans or reports.
