The Secretary must make sure HUD has enough staff, money, and training to do its work, run the multifamily mortgage insurance program, and fix serious problems the Office of the Inspector General finds in financial audits. Not later than 60 days after November 28, 1990, and annually thereafter, the Secretary must send a study to the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Banking, Finance and Urban Affairs explaining how HUD will keep that capacity and any recommended changes in law or management.
