The Secretary must work with state and local governments, mortgage finance corporations, nonprofits, private companies, and others to create, test, and update a group of model housing programs. The Secretary must offer program options with suggested rules, forms, legal papers, and other needed parts. The programs should come in different types to fit local markets, housing problems, project sizes, and management abilities. The Secretary may make agreements with federal agencies, lenders, GSEs, nonprofits, and others to get services, products, or financing. The Secretary must provide detailed information on request and promote the programs with training and printed materials so funds are used efficiently. Except as provided in section 12753(2), each participating jurisdiction may adopt, change, or design model programs, work with others, and suggest new models for the Secretary to create. The Secretary may help them. The available models must include those that meet the criteria in part D.
