Participating local areas must, as much as possible, spread housing help across their territory and among different kinds of housing needs. They must follow the priorities in their approved housing strategy. Participating States must spread help across the State based on where the housing needs are, using their approved housing strategy. States must make sure rural areas get amounts that reflect the State’s nonmetropolitan population share and objective measures like poverty and substandard housing. If the need is inside a participating local government’s area, the State and that local government must work together.
