Participating local governments must use legally binding contracts with owners and other steps to keep affordable housing following the rules for the long term. They must make sure the rules can be enforced and there are remedies if owners break them. At least once a year they must review rented affordable housing, including on-site inspections for building codes and other rules. The review results must go in the jurisdiction’s performance report sent to the Secretary under section 12708(a) and be made public. For small or scattered-site housing, the Secretary may allow simpler procedures.
