The Secretary of Housing and Urban Development must give any participating jurisdiction, when it asks, a list of HUD-owned properties in that area. The list is meant to help the jurisdiction buy, develop, or repair those properties using funds under this program. A property is eligible if it is empty and is a single-family or multi-family dwelling that can be bought and fixed without moving anyone out. Its appraised value must be no more than: for 1- to 4-family homes, 95 percent of the area’s median purchase price (as set by the Secretary); for buildings with more than 4 units, the dollar limit in section 1715l(d)(3)(ii) of title 12.
