The Secretary must offer a model program that helps older and disabled homeowners with home checks, repairs, and follow-up to make sure the work lasts. Help goes to low-income homeowners who own and live in the house as their main residence. The program must give priority to very low-income families and people with intense need (for example, disabilities, language barriers, or isolation tied to race or ethnicity), and fees must be based on income.
