Contracts for building affordable housing with 12 or more units paid with these funds must say that all laborers and mechanics on the project get at least the local prevailing wages set by the Secretary of Labor under sections 3141–3144, 3146, and 3147 of title 40. The city or agency making payments must get a certification that this rule was followed before paying. People who truly volunteer do not need to be paid these wages if they get no pay, or only expenses, reasonable benefits, or a nominal fee, and they are not otherwise employed on the construction work.
