Allows Congress to set aside money for grants: $855,000,000 for fiscal year 1993 and $883,641,000 for fiscal year 1994. For 1993, the $855,000,000 is divided into three $285,000,000 amounts for (1) activities under title III of the United States Housing Act of 1937, (2) activities under part A, and (3) activities under part B. Up to $4,500,000 of the title III money, up to $3,250,000 of the part A money, and up to $2,250,000 of the part B money may be used for technical assistance. For 1994, each of the three areas gets $294,547,000, with the same technical assistance caps of $4,500,000, $3,250,000, and $2,250,000 respectively. Technical assistance can include training, clearinghouse services, gathering and sharing program information for local and national use, and seed money. It can be provided directly or through contracts and grants. In any fiscal year, no single applicant, potential applicant, or recipient under title III, part A, or part B may receive more than 20 percent of the total technical assistance funds available for that title or part.
