Defines key words used in this part. Applicant — one of seven kinds of groups that can speak for tenants, like resident management corporations, resident councils, cooperatives, public or private nonprofits, public bodies, public housing agencies (including Indian housing authorities), or mutual housing associations. Eligible family — a tenant living in the property when a grant is approved, or someone whose income is 80% or less of the area's median income (adjusted for family size). Eligible property — a rental building with 5 or more units that is owned or held by HUD, financed by a loan HUD holds or insures, found by HUD to have serious problems under its programs, or owned by other federal or state/local agencies. Homeownership program — a program here for buying homes. Indian housing authority, low-income family, public housing agency — defined elsewhere in the law. Recipient — an approved applicant (or a named entity) that will get the grant and take on its duties. Resident council — a tenant-led nonprofit with written election rules and an elected board. Secretary — the head of the Department of Housing and Urban Development (HUD).
