Requires a homeownership program to let eligible families buy ownership interests or shares in units in eligible properties. The program must allow forms like co-ops (including limited‑equity co-ops) or fee‑simple ownership (including condominiums). Sales prices must include amounts like principal, insurance, taxes, interest, and closing costs, and must be set so a family never has to pay more than 30 percent of its adjusted monthly income to complete a sale. The property cannot join the program unless everyone living there when the program’s implementation grant application is filed with the Secretary takes part. The program must have a plan to pick eligible families, offer moving help to those who choose to move, and keep homes affordable. The application must show units will be safe before transfer and will meet the Secretary’s minimum housing standards within 2 years after transfer. Vacant units must be offered first to eligible families who live in public or Indian housing.
