Title 42 › Chapter 133— POLLUTION PREVENTION › § 13101
The Environmental Protection Agency must set up a program to stop pollution where it starts. The program will collect and share information, give money to States, and help carry out other actions to prevent pollution. The United States makes millions of tons of pollution and spends tens of billions of dollars a year to control it. Many businesses can cut pollution by changing how they make things, run operations, or use materials, which also saves money and protects workers. Current rules often focus on treating waste instead of preventing it. The national goal is clear: prevent pollution at the source when possible; if you cannot, recycle it safely when possible; if you cannot recycle, treat it safely when possible; and only as a last resort dispose of it, and do that safely.
