The Secretary must set up an Advisory Council on Public Welfare in 1964 to look over how public assistance and child welfare programs are run and to make suggestions for improvement. The group will especially look at how those programs relate to old-age, survivors, and disability insurance, and at how money is shared between the States and the Federal Government. The Council will have 12 people chosen without the usual federal hiring rules and, as far as possible, will include equal numbers of employer and employee representatives, government agency representatives, nonprofit groups, experts, and members of the public. The Secretary must give the Council staff help and data from the Department of Health and Human Services. The Council must send a report of its findings and recommendations to the Secretary by July 1, 1966, and then it ends. The Secretary must also appoint similar Councils from time to time; each one must report no later than July 1 of the second year after it is appointed, then ends. The Secretary may also appoint other advisory committees without following the usual hiring rules and must tell Congress each year how many there are and who serves on them and what they do. Members who are not regular full-time government employees may be paid up to $75 per day (including travel time) and may get travel expenses and per diem as allowed by law. Those members are exempt from certain federal conflict-of-interest criminal rules while serving, but they may not be paid for this service by anyone other than their regular employer at the time of appointment, and they may not take part in prosecuting any claim against the Government that involves matters they handled because of the appointment.
