The Secretary must move money from the Medicare Part A (Hospital Insurance) and Part B (Supplementary Medical Insurance) trust funds into the Patient-Centered Outcomes Research Trust Fund (PCORTF). For fiscal year 2013 the transfer is $1 multiplied by the average number of people with Part A or Part B that year. For fiscal years 2014–2019 the transfer is $2 multiplied by that average. For any fiscal year beginning after September 30, 2014, the per-person dollar amount is increased each year. Each year’s new amount equals the previous year’s amount plus that amount times the percent increase in projected per-capita National Health Expenditures, using the Secretary’s most recent projection before the year starts.
