The Secretary must create a public information program and, after consulting federal agencies and experts, must produce a consumer information package within 18 months after October 24, 1992. The package must give clear, objective comparisons of alternative fuels and vehicles to gasoline over their whole life, covering things like environmental performance, energy use, how much is made in the U.S., cost, maintenance, reliability, and safety. It must also explain how to convert regular cars to run on alternative fuels, may include other useful facts, and must be updated each year with the latest information.
