The Secretary must create and run a federal program that certifies training for technicians who install and maintain equipment that converts gasoline or diesel vehicles into dedicated or dual‑fuel vehicles. Certified courses must teach safe installation, following maker specs, vehicle operation, emissions testing, and other needed mechanical topics. The Secretary must consult vehicle makers, fuel suppliers, conversion companies, and other affected people when making the program.
