The Secretary must study whether using alternative fuels in nonroad vehicles and engines would reduce reliance on imported energy and send the results to Congress within 2 years after October 24, 1992. The study must assess which nonroad vehicles and engines can run on alternative fuels and estimate how much foreign energy use could drop. It may include recommendations to encourage or require feasible vehicles to use those fuels. "Nonroad" covers surface-transport or mainly industrial/commercial vehicles, rail, airport, marine, and others the Secretary chooses. After the study, the Secretary may make those vehicles eligible for a related federal loan program.
