The Secretary must create a program to develop and use domestic replacement fuels in light-duty cars and trucks. The program must push to replace petroleum fuels as much as possible and, when practical, favor fuels that cut oil imports, help the nation’s economy, and lower greenhouse gas emissions. Before October 1, 1993, the Secretary, working with the Administrator, the Secretaries of Transportation, Agriculture, Commerce, and other agency heads, must review the facts and: estimate domestic and foreign production capacity for replacement fuels and alternative-fuel vehicles; determine if it is technically and economically possible to reach at least 10% replacement by 2000 and 30% by 2010 (on an energy-equivalent basis); find the best ways to produce, distribute, and encourage use; identify ways to build reliable U.S. industries and the barriers to doing so; and estimate the possible reduction in greenhouse gas emissions.
