By October 1, 1993, and every year after, the Secretary, working with the EPA Administrator, the Transportation Secretary, and other officials, must estimate for the next calendar year how many and where different kinds of alternative-fuel vehicles will be, how much and where each type of replacement fuel will be available, and the greenhouse gas emissions likely from using those fuels. Starting October 1, 1994, the Secretary must require yearly reports: fuel suppliers must say how much of each replacement fuel they supplied last year and plan to supply next year; vehicle suppliers must report how many alternative-fuel vehicles they made available and plan to make available; and fuel suppliers must provide the data needed to calculate full fuel-cycle greenhouse gas emissions. Reported information is protected as trade secrets and business or financial information under applicable law, including section 1905 of title 18.
