If the Secretary decides the fleet requirement program is not needed, the Secretary must tell Congress. Then, within 2 years and as official rules, the Secretary must prepare and send Congress recommendations for requirements or incentives that: get fuel suppliers to offer replacement fuels and the needed delivery systems; get makers and sellers of alternative‑fuel vehicles to offer those vehicles and the services to support them; and encourage drivers to use replacement fuels. The recommendations must place requirements fairly and proportionately on all relevant fuel suppliers and buyers and on all relevant vehicle suppliers and buyers.
